HABIT - HA Building, Infrastructure and Transport
In coming in to existence, the HA became famed for its incredible building program. It aimed to put a school in local access to every child on Earth. It aimed to put a modern hospital in access to every person on Earth. It built universities, police stations, courts, conference centres, prisons and all sorts of federal buildings, often all in a single 'hub' building, and it never billed the local authority for it. It also built road and rail connections between the major cities, regardless of what boarder they crossed, as HABIT doesn't see national boundaries. This was possible due to the continuous and ever expanding cash surplus generated by HATTER.In summary, HABIT is the HA construction arm that generally focuses on the mega projects too big for an individual nation but doable by humanity as a whole. HABIT also does pannational projects where national governments can't work together, and national projects where the nation can't afford it. It looks only fill any gaps as seen from a single human race perspective and so it does not tender for construction that national markets can provide for. National projects for rich nations are therefore of no interest to HABIT and so it will not out compete local business. The return on investment is calculated in the rise of global economic value so most projects are loss leaders.
More on the HA
The HA is a federal entity that sits above any nation and is concerned with humanity as a whole. It exists to remove wasteful barriers between nations to find optimum solutions to all. It exists through the mutual recognition process first established by the European Union, where nations such as the United States of America chooses to recognise the HA as a higher authority in its domestic law and where the HA only seeks to apply the law to facilitate international relations. The HA is guided by the Constitution which it can be checked against. Where local authority is sufficient, the HA delegates its constitutional imperative to the local authority. Where the local authority is not sufficient, the HA will start applying the constitution, such as holding elections, and will defend its actions with force if necessary. In a nutshell, nations such as the USA remain unchanged except the USA finds it easier, cheaper and more lucrative to sell its goods to other countries.
Some countries leaders that had poor election quality, were rudely awakened to find that what the HA meant by supporting the president, who claimed to win in free and fair elections was that it would oversee the next election where the president got voted out. What was worse for these ex-presidents was the fact that HA bolstered the criminal court and police systems where often they would find themselves being told they were guilty of embezzlement, murder and other such nasty things. The only bright side was that the HA forbid any medical harm, such as 'life termination', otherwise known as execution.
