Humanitarian Alliance Police
Policing fits neatly into a civilised society. From the ethical perspective, it provides the means for justice and from the economic stance, the Police force is an investment that reduces risk and so allows a greater reward.
- For a society to be effective, it needs the three point governance triangle, all of which are subject to the law. The HA setup is as follows:
- At the top is the directly elected government who sit in the Chamber and may change the law through a democratic process. They may not carry out any direct action but they issue directives and make executive decisions, such as declaring war. The Government also has the right of inspection, where it can talk directly to anyone in the triangle, although they can only direct the senior individuals and that is also only within the legal framework. The most common ‘inspection’ is a direct military brief from the commander in charge. The right of inspection exists to ‘facilitate electoral light being shone on non-elected power’. The elected government is the only political body.
- On the second point of the triangle is the Civil Service. They carry out the work of the government following directives but are politically neutral. The Civil Service has a very broad scope, from rubbish collection to directing the military, as the military is a branch of the civil service. A typical power flow would start with a politician who would declare war, passing the directive down to the civil service, who within the legal framework, would then pass the instruction to the head of the military. Note that the head of the Civil Service can block military action if they think it is illegal. To do this they must defer across to the third point of the triangle, the Judiciary, who will return a ‘legal’ or ‘not legal’ verdict. Due to discussions prior to passing a directive to the Civil Service, no directive has ever been passed to the Judiciary. Any that would have been, has not been made in the first place.
- The Judiciary is the third point on the triangle and technically, also a civil service, but it is not subject to any part of the Civil Service, hence its distinction. Its purpose is to interpret the law and ensure that laws 'stand honourable', and so is also apolitical. The Judiciary therefore can instruct HAP to investigate anyone anywhere, including the Civil Service and The Government. To prevent conflict of interest, much of the Judiciary work in silos. The Humanitarian Alliance Intelligence is in part, part of the Judiciary, with a delegated authority. It is therefore can direct the Police or even investigate the Police, if it thinks the internal process isn't working. To be clear Intelligence can investigate anything including the military, but it doesn't have the authority to direct anything, except the Police. Intelligence cannot direct the military, but regularly seeks its assistance.
The HAP is the highest police authority, and as a federal entity it can instruct the ‘local’ national police on their actions. It has superseded Interpol, and in transition to HAP, adopted its staff and premises. Its most well known office is in the HA capital, in the Brazilian city of Sao Gabriel da Cachoeira, but its headquarters and spiritual heart is in Lyon, France, where it maintains its older premises and a new academy to train recruits. France is rightly proud of HAP and its contribution to liberty, equality and a sphereal sense of outernity.
HA Police aims to employ those who are idealists to a sense of justice. It is directly financed by HATTER, freeing it from political dependence and its staff are the best paid in the world for their role as Policeones. The high pay is an explicit move by HATTER to minimise any incentive to become corrupt. Poor Policeones leads to poor policing, and poor policing increases risk to the economy, which in turn lowers revenue. As the cost of pay is visible, and the return is entirely hidden, politicians often move to try and reduce pay, often through lower than inflation increases. Unfortunately for the politicians, HATTER is smarter and states that funding decisions are an economic calculation and so fall under HATTER's remit. It is for HATTER to change, or not, so politian's can't get involved without first changing HATTER's remit. The Supreme Court also has weighed in and stated that it is HATTER's financial choice as part of its role in supporting the Constitution, so any elected change to HATTER's remit will be void as illegal unless the Constitution is modified. HATTER's remit is also in the core treaties in the forming of the HA, so are difficult to modify. The elected Government is subject to the law and so can't overrule HATTER, although they can change the Constitution. As the political will to modify HATTER's remit is very weak and political will to modify the Constitution is non-existent, the HAP enjoys being well paid. HA Police are therefore jokingly referred to as the ‘Happy Police’. Some politician’s loudly proclaim the Judiciary is protecting its own, where protectionism is illegal, but the Judiciary claims objective honesty and points out that they didn't set the policy, HATTER did. The Judiciary is right and HATTER is correct. Statistics prove that a poorly paid police force becomes corrupt as the honest can’t afford to work there.
