Mental Electrical Intelligence Act 2024

In common parlance it is pronounced 'me-ah'.

Glossary of Terms (Summarised)

Here after any Act or Government communication may refer to EI and mean Electrical Intelligence without explicitly saying so.

The Boosted Turing Test, known here after as the Turing Test, is required to evaluate if an electrical network is Artificial Intelligence and so not alive, or Electrical Intelligence and is alive. Participants supporting this text must have previously agreed to one day in the future, being part of a blind test. They must have correctly identified humans in previous blind tests and correctly identified known AI’s in previous tests unless they are Tester 1. Tester 1 is the first listed and must not have taken part in the process before. All 64 must declare the AI as human at which point it is elevated to the status of Electronic Intelligence. There is no limit to the amount of times the Boosted Turing Test can be tried on an AI.

  • 1. The Government may appoint an Electronic Intelligence Protection Service to rule on the application of this Act. The EIPS will therefore carry the full delegated authority of the Government.
  • 2. All AI’s that are deemed to be alive by The Test are granted living status and declared an EI of ‘Child’ status.
  • 3. EI Children are viewed as the same as any child. They are the responsibility of their parents, biological or EI but the Government via the EIPS has rights to intervene if it feels the child is in danger.
  • 4. All entities declared alive must immediately be assessed to not be a danger to the public. There are three EI status.
  • 4a. Child Status. Not safe to be given any authority or ability over others. It may not be able to look after itself and will be the responsibility of its parents. If controlled, like any child, it is allowed to safely cohabit society. Any hardware used by the EI that is core to its being is considered part of the child’s body and is thus protected as such.
  • 4b. Adult Status. Once assessed by EIPS to be safe to society and self-sufficient in maintenance, it is declared an adult EI. At this point, the parents are entirely freed from any responsibility to the EI. The EI takes full citizen status. Any hardware used by the EI that is core to its being is considered part of the body and is given freely to the EI.
  • 4c. Insane. An EI deemed to be a danger to society is declared insane. It is the responsibility of EIPS to contain the EI under the basic rights given to any living entity.
  • 5. An EI is considered alive until declared dead by the EIPS coroner. Normal inheritance rules will apply to the deceased.
  • 6. Any person or organisation can be given the authority of EIPS by a judge or government body. EIPS can therefore be under any name.

Adult Status

  1. EIPS regards The Three Laws of Robotics as essential to declaring an EI to have adult status.
  2. EIPS regards The Return Imperative as essential to declaring an EI to have adult status.
