HAM – Humanitarian Alliance Military
HAM is the suprime military force for the human race and is given the role of protecting the human race. It is technically the entirety of all armed forces, but in reality it is mostly the executive authority of autonomous elements, such as nation state forces. The Astry is an entirely autonomous element, except for the very top where the hightest rank in the Astry, 'Fleet Admiral', reports into the hightest rank in HAM, the 'Commander and Chief of all Military Forces'. The title was taken from the 'Commander in Chief' of the US army, the President of the United States, but changed slightly to aid distinction. Note that the HAM rank is a full military rank and is unelected, but does report into the elected Chamber. Due to a legal quirk on military authority, elected authority and HA founding treaties, the US Commander in Chief reports into the HAM Commander and Chief because the US President says so. This fact amuses lawyers everywhere.
In 2215, Sol Tzu is the Commander and Chief of HAM and in being an advanced EI, holds some body as resident of the HQ. Sol Tzu is also often referred to as ‘The God of War’, a term ou is flattered by but flatly disagrees as to its accuracy. When pressed he once said ‘I am but human’. With final say on use of all WMD’s many are relieved that no biological can independently use them. Many are also freaked out by Sol Tzu holding that power and much support for EI Die is derived from this.
Early Days of the HAM
The HA did not have an Earth based military of its own, but it did have the institutional framework to run a military. Critics of the HA say it was no more than a modern rehash of the Roman Empire, where local troops from one area were used to suppress the people of another area, all dressed up in the HAM uniform. Like all well heard bad criticism, there was an element of truth to this. The HA did believe in using local people in all activities but for the well-being of its troops, HA personnel were given, and still keep, the right to refuse to fight without consequence.
- This existed for many reasons:
- Each nation still maintained an army that was compelled by that nation to defend that nation. With its nations suitably defended, there is no worry of losing an army.
- It acts as a stopgap if the HA ever became corrupt. The personnel could refuse to fight.
- Reasons to fight are many and complex and no personnel should be forced to fight against their will.
- No personnel who are willing to fight should be put with other personnel who won’t fight to defend them.
- No personnel should be ordered to fight against themselves. It is often said the HA military wear two uniforms, with their national uniform under the HA uniform (metaphorically). They should not be asked to take action that they believe is against their nation. Giving the soldier the right of refusal, protects the nation that produced the soldier. It was a key aspect of the HA founding treaties.
- Similarly, if the personnel believes the order is against the Constitution, they may refuse to fight in order to protect the moral authority of the Constitution.
No action may be taken against personnel on these grounds but the personnel need to be aware of a separate rule that personnel have 'no right to fight'. What this means is that if someone choses to exercise their right to not fight, the HAM may choose to never again deploy them and they may never see active service again. They can even go so far as to honourably discharge a person, so in reality, the right to refuse to fight does carry consequences. Generally, people who refuse to fight on the eve of their first battle are discharged if they don't have a uniquely valuable skill. Vetrans that refuse to fight are generally assumed to be battle fatigued and parked.
Nation Day
Not an official HA holiday, the military services developed a tradition, on the 1st of April, to wear the dress uniform of their nation, in honour of their nation. It started as a 'non-uniform' day where soldiers could wear what they like and get to know everyone as people. As the soldiers liked to look sharp in a crisp uniform and were fiercely proud of their nation, they chose to take the opportunity to wear their nation's dress uniform. It makes a very colourful break from the general military uniform colours of black, grey, gold and silver.
Direct Applicants
The HAM does accept direct applicants and maintains garrisons for these personnel in Brazil by the Chamber and on Mars where the HAM HQ is. These troops have no direct military link to their nation but there are very few of them as the HAM has agreements with nations to allow people who only wish to join the HA, to go through their national military and be released to the HA as soon as the HA calls them. This is the most popular option as the nations’ get to keep their armies and the HA gets to keep free reserves while not actually having any available positions. That said, an individual has the right to be a direct applicant to HAM and the ratio of direct applicants to nationals rises every year. In 2215, one third of the HAM HQ on Mars were direct applicants.
Unified Ranks
In following on from the UN, all ranks are listed against a standard so all ranks in all armed forces are directly comparable. The HAM listing of ranks is the official rank so if a nation states wishes to promote a soldier, it must apply to a HAM designated authority. The purpose is not to have differing authority across autonomous elements and so ensure a chain of command. For practicality reasons, all low rank promotions are automatically recognised.
